In the policy document Building a Greener Future (2006), the Government set out a timetable for a sequence of improvements to the Building Regulations Part L that would lead in time to ‘zero carbon homes’. This was proposed to be achieved in three steps: “moving first in 2010 to a 25% improvement in energy/carbon performance set in building regulations; then, second, in 2013, to a 44% improvement; then finally, in 2016, to zero carbon.”
