A Travel Plan is a management tool used to deliver and encourage sustainable access to new development, whatever its intended use. They will do this both for a specific destination (such as an office) or a specific origin (residential development), depending on the development type. A Travel Plan provides of range of measures to support this objective. This may include transport marketing/promotion (i.e. travel maps and timetables), ‘carrot’ type measures (subsidised bicycles) or ‘stick’ type measures (restricted parking). Management and implementation of a Travel Plan is typically assigned to an individual within an organisation, who will regularly update and review the document.
A Travel Plan compares its success against agreed targets, which are often set in consultation with the local authority at the planning stage. These targets are often based on modal shift from the less sustainable (e.g. private car, particularly single-occupancy), to more sustainable modes of travel, including walking, cycling and public transport.
